OK, so there are loads of sites that you can visit which scour for the cheapest flight to the destination of your choice but what if you don't care about the destination?

If you're on twitter, you can follow @flyfromXYZ where "XYZ" would be the airport code for your home airport. That's run by farecompare.com. Airfarewatchdog also provides top 50 fares, and fares to and from cities on their site.
There is this site I found - http://www.lowcostroutes.com/ - that gives you the list of all low cost flights departing from a specific airport. It is very useful if you want to see "where can you go" from your closest airport and also which are the airlines that offer this service, for every route. It does not show you the prices :(, but I usually check them directly on the airline's website.Portals where you can check for cheap flights?
Not to my knowledge. If you are searching in an open style you can do so only by region for package tours but not for individual flight tickets.
For flight tracking, you may want to try FlyHQ.com which monitors prices for you. They'll send you an email when you should buy.
