Dohop.com or Bing - no doubt.
It depends where you are flying from. Definitely call a travel agent if you know of one, they are the ones on top of the best deals when they happen. Also check prices via websites like kayak.com and perhaps the best would be to call a local airline and check directly with them about any current rates and/or discounts (this last one was how I recently found the best deal). Keep trying and you'll find the best deals.
Website below gives travel information on Lebanon and the Middle East and lists some agents as well. What is the best way to get cheap flights to Middle East?
if you're going to Lebanon try MEA (mideast air) which is the national carrier for Lebanon , they should have some kind reasonable rate seeing its their home airport and they don't have to pay extra airport charges like foreign airlines do.
Or other airlines as mentioned by Vic , but the first 3 given there are regional/economy , the rest fly every where.
there are quite a few sites that you can search that will likely give you the best prices available. check out the website BookMe and you will be able to compare prices on all the reputable travel sites in just a couple minutes. it's very convenient and will save you a bunch of time and money. Also, make sure you buy them online... otherwise they charge much higher fees for phone orders. good luck.
Try flydubai,air arabia,jazeera air.
Also try emirates,etihad,kuwait air,oman air,gulf air,bahrain air,qatar airways.

if you're a flexible traveler put it on the watch list with all the travel websites you know, until you find the deal your looking for to book
There are many good reasons not to go there, however try priceline.com and cheaptickets.com and orbitz.com and search all the flights.
