Does anyone know cheap flights? The kind that go on sale for really cheap after someone cancels.?

Sometimes the airlines have a last-minute sale during the off-peak seasons. But I don't know of any airline that offers discount fares after a cancellation... if anything those seats are going to be expensive since people tend to cancel at the last second.
In U. S., cheap airlines are NWA or SWA, main problem is you have many stops before you arrive at your main destination. In Philippines, PAL has seasonal cheap in some places only like Asia and Cebu Pacific is even cheaper because it goes only in local or Asia, usually you only have to book early as possible.Does anyone know cheap flights?
